Re-3 reenlistment code

I have a question pertaining to RE codes. If you signed a AF964 declining retainability how can you still have a RE 1J code? Because you’re still eligible to reenlist but decided not to, it’s in the name. Declining retainability doesn’t disqualify you from entry to service, it just prevents you from doing things until you exit service.
